Looking at the track listing, you're right that Mr Banks' part in "The Perfect Nanny" is a reprise of his introductory song. In fact, so is everything he sings until he sees the light near the end.

Where you went wrong is that "A British Bank" isn't the introductory song, but another reprise: it's the one where Mr Banks attempts to confront Mary Poppins about the stories his children have been telling about chalk drawings and floating uncles, and ends up being talked into taking them to work with him at the bank for a day.
