1. Open up your music player. Hit shuffle.
2. Record the first few lines of the first thirty pieces of music that come up, with the title, if it appears, redacted. Skip instrumentals, but don't skip the embarrassing ones.
3. Make hapless internet denizens guess the song names and artists. Google is cheating. For musical songs, the name of the musical is acceptable in place of the artist. Leeway is also given for traditional ballads, jazz standards, etc.
Where a song began with the backing singers making "doo doo doo" noises, I used the first lines of the lead part. Where the spoken component of a song consisted entirely of backing singers making "doo doo doo" noises, I counted it as an instrumental and skipped it.
One of these is background music from a film that fades in partway through the song in question, so the "first line" is actually from halfway through the first verse. Good luck!

23: I've always thought of this as a reprise or second part of A British Bank? It's the advertisement Mr Banks puts in the Times for a nanny.
28: "I Can't Help Falling In Love With You", Elvis, which I know from Lilo & Stitch. ^_^

Looking at the track listing, you're right that Mr Banks' part in "The Perfect Nanny" is a reprise of his introductory song. In fact, so is everything he sings until he sees the light near the end.
Where you went wrong is that "A British Bank" isn't the introductory song, but another reprise: it's the one where Mr Banks attempts to confront Mary Poppins about the stories his children have been telling about chalk drawings and floating uncles, and ends up being talked into taking them to work with him at the bank for a day.

#13 is "Ain't Misbehavin'". Lots of different versions of that, so I can't say whose yours might be by. I'm particularly fond of the Louis Armstrong recording.
#19 is Irving Berlin's "Puttin' On The Ritz".
#24 is "Sway". Again, lots of versions of that. The one from the film "Dark City" is especially good, although my own favourite is Dean Martin's.
Other than that, I'm afraid the only other one that I recognise straight off is Elvis, but that's already been done. #17 just makes me think of the end of a Joss Whedon production!
That all makes me sound very old-fashioned in my listening habits...

But I'm going to need you to be more specific if you want the point for #17.
